1. What are the primary hurdles government agencies encounter when implementing AI?
One of the key challenges is data readiness—many agencies still rely on legacy systems that make it difficult to access or share the high-quality data needed to build effective AI models. There’s also a capability gap, with a shortage of AI and data literacy within the public sector, particularly when it comes to translating policy problems into technical solutions. Cultural hesitation plays a part too—governments are rightly cautious and operate under significant regulatory and ethical constraints, which can slow progress. But the biggest hurdle is trust—if we want the public to accept AI, the government must lead by example in how it’s deployed.
2. How can government agencies effectively address these challenges and maximise the public benefits of AI?
We need to take a deliberate, long-term view. First, build the foundational skills—this means upskilling staff across all levels in data literacy and AI awareness. Second, invest in data infrastructure and governance so agencies can safely and effectively use the data they already have. Third, start with low-risk, high-impact pilot projects that clearly demonstrate public value—this builds confidence internally and externally. At WADSIH, we’ve seen that co-designing with end users and embedded human-centred design makes the difference between AI projects that deliver and those that don’t.
3. Can you provide examples of successful AI projects within government agencies and the key factors that contributed to their success?
We’ve seen AI used to great effect in bushfire risk assessment and land clearing detection in WA, combining satellite imagery and machine learning to support early intervention. In the health sector, predictive analytics are helping identify patients at risk of hospital readmission. Significant advancements in AI models in the clinical space (medical imaging) have proven their effectiveness and are currently gaining regulatory approvals. We also have the Dept. of Education Generative AI Pilot underway to help with teacher workloads.
These projects worked because they had clear goals, strong agency leadership, and the right partnerships—with researchers, industry, or innovation hubs like WADSIH. Critically, they also focused on transparency and trust, ensuring subject matter experts were involved throughout to validate the models and explain the outputs.

4. How can government agencies ensure the responsible, ethical, and transparent adoption of AI in their decision-making processes?
Responsible AI starts with embedding ethical principles early—not at the end. Agencies should have a clear view of where human oversight is needed and be transparent about when and how AI is influencing decisions. Explainability, fairness, and accountability are not optional—they are the foundation of public trust. It’s also essential that agencies adopt robust governance frameworks aligned with national and international standards. At WADSIH, we’ve worked with departments across WA to help them understand what “safe and responsible” looks like in practice—and it starts with strong leadership and a commitment to continuous learning.
5. Explain the concept of synthetic data and its potential applications for governments in tackling community-impacting issues
Synthetic data is artificially generated data that preserves the statistical patterns of real data without exposing any personal information. For government, it’s a powerful tool—particularly in domains like health, education, or justice where data sensitivity is high. It allows agencies to build and test AI models or even collaborate with researchers and startups without risking privacy breaches. It removes a significant roadblock to innovation while maintaining community trust. We were very proud to work with the Department of Health to use synthetic data in our hackathon. I believe it was the first release of synthetic data by any state health department in Australia.
6. What AI innovations do you foresee as having the most significant impact on government operations and public service in the coming years?
Generative AI and large language models will have the biggest impact, especially in areas like policy development, internal efficiency, and citizen-facing services. We’re already seeing AI copilots that can assist public servants with drafting documents, summarising legislation, or providing real-time language translation. There’s also enormous potential for AI to help reduce administrative burden—something we’re exploring in the education sector right now, using generative AI to support teachers. But ultimately, the greatest impact will come from using AI to shift from reactive to proactive public service—anticipating need, not just responding to it. The government’s customers are everyone! The ability to provide more personalised services to individuals with AI is really exciting.
