iCare reforms strengthen digital government framework

To address financial challenges and governance concerns within Insurance and Care NSW (iCare), the NSW Treasury reviewed operational expenditure related to iCare, which has significant long-term implications for the state’s public sector. Minister for Work Health and Safety Sophie Cotsis leads this review to establish a framework that boosts transparency, accountability, and operational efficiency, essential elements for advancing digital government initiatives in Australia.

The review aims to reduce iCare’s nett cost of service by five percent by the 2024–25 period. Cotsis states, “This review provides a roadmap to drive greater transparency, accountability, and focus on operational efficiency across iCare and the state’s insurance system.”

The Operational Expenditure Review identified 14 essential findings that aim to enhance iCare’s operations and improve oversight.

  1. Efficiency and cost-effectiveness: The review determined that iCare operates at efficiency levels comparable to those of similar commercial and public sector insurers in Australia. This benchmark provides a framework to assess iCare’s operational performance against industry standards.
  2. Legacy challenges: The report highlights the significant challenges that iCare faces in relation to accountability, governance, and organisational culture. Substantial investments in digital transformation are essential to tackle these challenges. To reduce redundancy and ensure the achievement of anticipated advantages, we must handle this transformation with foresight.
  3. Measurement of performance: It requires a critical analysis to increase clarity in assessing iCare’s impact on system performance. Set up criteria to assess the financial viability of its insurance programs. Well-defined metrics have traditionally obstructed efficient oversight.
  4. Collaboration for accountability: The review underscores the need for better cooperation among NSW Treasury, iCare, and the State Insurance Regulatory Authority (SIRA). This collaboration aims to create a cohesive reporting structure that boosts responsibility and delivers value-for-money results across the insurance sector.
  5. Cost management focus: The assessment evaluated iCare’s manageable business expenses related to providing insurance and care services. This highlights the potential to reduce costs while maintaining service quality, which is crucial for preserving public trust.

Strengthening governance and accountability

In response to the review, the Minns government promptly enacted significant legislative reforms. The State Insurance and Care Governance Act 2015 undergoes changes that strengthen iCare’s governance, enhancing accountability and transparency. The proposal suggests removing the CEO from the board of directors and appointing the Treasury Department Secretary to the board. This structural change enhances oversight and delineates executive responsibilities from board governance, fostering a stronger accountability framework.

“The Minns Government is taking swift action to right iCare’s foundations,” stated a NSW Treasury spokesperson, “to tackle the pressures facing our workers’ compensation schemes.”

The ministerial oversight of the CEO appointment process ensures that the government actively governs iCare, which strengthens public confidence in the system.
