The Program Director role directs and oversees the successful delivery of a small set of high-priority projects or programs through the provision of executive strategic and operational support to the leadership team.

Leading a small Program Management Office (PMO), the Program Director will oversee the delivery of a suite of complex projects across the Australian Security Intelligence Organisation, and manage the oversight for the projects, working closely with the project leads and governance structures to monitor and ensure consistent enterprise approach to progress and risk reporting.

The Program Director will identify and manage the enterprise effect of cumulative issues across the suite of smaller programs and projects; raising key issues of interdependencies, resourcing constraints, and Program level risks, benefits and interventions to the governance body for the program.

The Program Director will coordinate reporting to the governance body and external stakeholders as required to assure accountability and effective use of program resources.

The Program Director will be required to exercise people management skills and knowledge to lead and develop a high performing and cohesive team and allocate resources in a manner that delivers results closely aligned to ASIO outcomes.

The role requires working cooperatively, productively and influentially with stakeholders to build and sustain relationships, balance competing priorities, recognise shared agendas and work toward mutually beneficial outcomes.

 

The key duties of the position include:

Role responsibilities

As a Program Director you will:

  • Apply contemporary program management approaches and principles which focus on continuous stakeholder collaboration and improvement, to coordinate delivery of large scale complex business and technology development projects.
  • Provide strategic advice to senior management, project teams and stakeholders on the whole of life considerations affecting program delivery.
  • Lead and coordinate regular reporting on budgeting and forecasts, risk and issue management, quality control and benefits analysis and review.
  • Work closely with finance SMEs to drive program financial processes and activities.
  • Plan, monitor and evaluate performance against agreed plans, track program and portfolio performance metrics, and coordinate quality assurance reviews (including support for Department of Finance Gateway Reviews).
  • Identify, assess and mitigate risks and issues arising within programs managed by the PMO and provide an independent review, readiness assessment and recommendations on quality management, including developing standards and templates for quality management and program health checks.
  • Manage multiple forms of project, program and portfolio data, produce dashboards and optimise the portfolio assurance management function to track project and program status metrics and consistently apply the appropriate levels of governance and assurance.
  • Be accountable for managing and leading the PMO team, including providing direct and consistent communication, setting clear performance and behavioural standards, managing performance, delegating responsibility and guiding and developing people.
  • Identify issues and risks to program delivery, initiate processes for resolution and integrate opportunity management into planning, decision making and priority setting.
  • Build and sustain a network of key stakeholders, communicate with influence and negotiate effectively.

 

Key attributes

We invite applications from experienced candidates who can demonstrate the following:

  • Demonstrated leadership and project management skills and experience with project, program and portfolio management through the full project life cycle to deliver successful programs to meet client requirements.
  • Experience in designing and presenting qualitative and quantitative concise project data, including risk and issue management to deliver organisational change programs.
  • Proficiency in developing and managing stakeholder and team relationships to capture and engage skills, knowledge and capabilities to enhance program and portfolio outcomes.

 

Qualifications

Tertiary technical or business qualification, PMI Accreditation or similar Project Management training or demonstrated, relevant, equivalent professional experience is essential.

Undergraduate courses in information technology and postgraduate courses in project management are well regarded. Experience in a variety of project management methodologies (e.g.: MSP, PMBOK, PRINCE2, AGILE) and the ability to blend them together in the correct proportions to fit a project or business environment is highly regarded.

  • An Australian citizen; and
  • Assessed as suitable to hold and maintain a Positive Vetting security clearance.

 

Employment conditions

Employment is under the ASIO Act 1979. Conditions of service are similar to those applying in the Australian Public Service. We recognise entitlements accrued under the Public Service Act 1999 and provide for the continuation of superannuation under the Commonwealth schemes.
