When I had the privilege of leading the discussion at our recent webinar, Unlocking Access – Enriching Public Services with Location Intelligence, one thing became clear: spatial data isn’t just a technical concept – it’s a powerful enabler of better policy and service delivery.
Listening to experts from across government, academia, and industry was inspiring. We heard how location intelligence is already shaping decisions today, and how much more potential there is still to unlock.
Why “Where” Matters
Government decisions have always relied on data, but in the AI era, accuracy and context are everything. Data integrity ensures we can trust the information we use. When combined with advanced analytics, it allows us to turn complex datasets into actionable insights. Add location intelligence, and suddenly we have the full picture – where services are needed most, where gaps exist, and how to respond quickly and effectively when communities face emergencies.
From Insight to Impact
Spatial data is already making a tangible difference across public services.
Eddie Lacko, Deputy Commissioner for Strategy at Fire Rescue Victoria, put it perfectly:
“Firefighting is just a small part of what we do. We also handle rescue operations, emergency medical response, and disaster management. Spatial data helps us place resources in the right locations, ensuring rapid response times and community safety.”
Eddie explained how demographic trends and growth projections guide decisions about where to build or relocate fire stations, and what safety systems are needed in emerging urban areas:
“It’s critical for us to look at where population growth is happening, what types of buildings are being constructed, and how we can best position our resources for the future.”
In health policy, Professor Neil Coffey from Deakin University reminded us why location matters beyond traditional administrative boundaries:
“Everything is somewhere. So much of what we do and think about takes place in space or place. Yet, we’re often constrained by outdated spatial units that mask the true nature of service gaps.”
Neil’s team developed a dwelling point data layer for Australia, enabling far more precise modelling of access to essential services.
“Our work on the Cardiac ARIA index led to real improvements in cardiac emergency response capabilities in communities that previously didn’t realise they were vulnerable,” he shared.

What This Means for Government
The message is clear: location intelligence and data enrichment aren’t optional – they’re essential. They help agencies to:
- Target resources effectively by identifying underserved or at-risk areas.
- Plan with confidence using evidence-based, location-aware insights.
- Respond faster as needs emerge or conditions change.
Policies designed for cities often fail to deliver the same outcomes in regional or remote areas. Spatial data helps ensure solutions are tailored, equitable, and future-ready.
Looking Ahead
As governments adapt to changing community needs, the opportunity is enormous. Whether it’s emergency response, health, education, transport, or social services, location intelligence has the power to transform how we plan and deliver outcomes. The question isn’t whether we use it – it’s how quickly we can embed it into everyday decision-making.
