At Defence Housing Australia (DHA), we provide quality housing and related services to Defence members and families. In doing this, we support the operational, recruitment and retention goals of the Department of Defence.

The Business Solution and Technology Division provide technology and solutions across business analysis, integration, software development, software provision and support, telephony and networks, technical support, infrastructure and cyber security. We partner with the business to deliver a suite of initiatives that provide efficiencies to the broader organisation.

BS&T’s technology program is a strategic initiative that will support DHA in continuing a leading service delivery organisation. It will provide technology that is fit-for-purpose and operationally efficient to enable digital, omnichannel services. The initiatives within the program include infrastructure, applications and operational redesign projects.

In this role, you will be responsible for the development of the technology group’s annual procurement plan and work closely with the Procurement team to ensure quality and timely procurement outcomes.  This includes collaborating with the technology team developing scopes of work, sourcing contractors through the Digital Market Place and ensuring fit for purpose contract solutions for each type of engagement.

In addition, this role will facilitate the annual budget process on behalf of the technology group and be the key point of contact for Finance Business Partners for all financial matters and actions.  This includes analysing and calculating bottom-up budgets for IT Operations, cyber security and the technology program for all opex and capex requirements.

Providing excellent management support to the CIO and other executives, you will confidently communicate with key stakeholders and senior management enabled through exceptional organisational skills, procedural and policy knowledge. To be successful in this role, you will have expertise with the procurement process (acquiring goods and services), be flexible in your approach and be able to adapt to a rapidly changing environment. You will be a team player with strong experience in program budgeting and contractor management.

Our ideal candidate will have:

  • Demonstrated experience in procurement, including the ability to prepare procurement plans, scope of work documentation and facilitate procurement processes in a timely manner.
  • Proven ability to gather and analyse complex financial information required for budgeting, end of financial year accruals and mid-year budget reviews in order to inform stakeholders including senior executives and the Board.
  • Highly developed interpersonal and negotiation skills with demonstrated experience providing excellent customer service and the ability to work effectively with internal and external stakeholders.
  • Demonstrated ability to manage competing priorities, demands and deadlines, and use their initiative to plan accordingly.
  • Demonstrated experience in contract management

Eligibility

The remuneration package is negotiable and includes a base salary and funded superannuation. Employment with Defence Housing Australia is conditional on successful applicants demonstrating that they are an Australian citizen, meeting the required medical standards, achieving a satisfactory character clearance and obtaining and maintaining a security clearance at the required level.
