The Albanese Government has revealed the 2024 Defence Digital Strategy and Roadmap, marking a significant step towards improving Australia’s Defence Information and Communications Technologies (ICT). This strategic framework addresses the critical role of ICT in contemporary warfare, as highlighted by the Defence Strategic Review. The strategy highlights Defence’s dedication to upgrading its digital infrastructure in order to create a strong and cohesive force that can effectively tackle current security challenges.

Defence needs to enhance its digital systems in light of changing security challenges, and the strategy emphasises this pressing need. It also emphasises the importance of collaborating with industry and academia to accomplish this goal. Vice Chief of the Defence Force Air Marshal Robert Chipman stated, “We are embracing a new enterprise-wide, single-pane-of-glass to our ICT architecture, offering a seamless, end-to-end view of our digital landscape.”

Boosting resilience and capabilities

The Digital Strategy and Roadmap define three core priorities:

1. Workforce expansion and optimisation: Enhancing and strengthening the workforce of the Australian Defence Force (ADF) and Australian Public Service (APS) is an important aspect of the strategy. It aims to cultivate a top-notch workforce by minimising reliance on contractors and nurturing a strong internal talent pool. Our broader goal of improving defence’s self-sufficiency and operational effectiveness aligns with this initiative.
2. Leveraging global platforms: Defence aims to strengthen its digital capabilities by utilising top global ICT platforms. Defence aims to enhance its data management, streamline decision-making processes, and optimise overall operational efficiency through the integration of cutting-edge technologies. Our organisation embraces cutting-edge technologies such as artificial intelligence (AI), hyperscale cloud solutions, and advanced productivity platforms. These innovations facilitate secure and scalable information sharing across defence and allied networks.
3. Supply chain resilience and sovereign capabilities: The strategy prioritises building strong partnerships with industry and academia to develop sovereign technologies and capabilities, with a focus on supply chain resilience. This approach aims to minimise vulnerabilities and ensure that dependable, domestically developed technological solutions bolster critical defence operations.

Strengthen defence ICT investments

The 2024 Defence Digital Strategy and Roadmap presents a detailed plan to strengthen Australia’s defence ICT capabilities with a substantial investment of $8.5 billion to $11 billion over the next ten years. The 2024 Integrated Investment Programme aims to enhance crucial ICT areas in order to strengthen Defence’s digital infrastructure through this investment. Driving innovation is the focus through the development of advanced artificial intelligence (AI) systems, robust enterprise data management solutions, cutting-edge digital platforms, and secure network technologies. 

Defence has recognised these areas as key focuses to ensure that it can effectively meet current security demands and operate efficiently in the digital age. The roadmap will enhance decision-making capabilities in AI, provide scalable data storage through hyperscale cloud solutions, and ensure secure communications networks to protect sensitive information. 

According to the Department of Defence, the aim of these investments is to “strengthen security, resilience, and interoperability and improve the ability to share data efficiently and at scale.”.

Advancing defence cyber capabilities

The 2024 Defence Digital Strategy and Roadmap can revolutionise Australia’s defence capabilities, bringing substantial changes in national security and operational effectiveness. Cutting-edge technologies like artificial intelligence (AI) and enterprise data management platforms will greatly improve Defence’s operational capabilities in intricate environments. The Department of Defence states that utilising these technologies will enhance decision-making agility, operational readiness, and mission success by facilitating more efficient data analysis and enabling real-time responses to threats.

Enhancing Defence’s cyber capabilities is a significant consequence. Defence prioritises the development of secure networks and advanced data platforms to enhance its capacity to safeguard sensitive information against cyber threats. The Australian Government states that this investment will protect Defence’s digital infrastructure from cyberattacks and sophisticated adversaries, ensuring the safety of national security interests.

Additionally, the strategy emphasises developing the workforce and ensuring the resilience of the supply chain, which tackles important aspects for long-term sustainability. Defence is striving to cultivate a self-sufficient and highly skilled workforce through a strategic shift towards internal resources and the adoption of independent technologies.
