Digital engineering framework advances data management

The Victorian government launched the Digital Engineering Framework (DEF) to revolutionise healthcare infrastructure by strategically leveraging digital technologies. Use building information modeling (BIM) and additional software to optimise workflows, foster collaboration, and elevate project results. This initiative aims to enhance the design, construction, and management of healthcare facilities, elevating service delivery throughout the state.
Optimising healthcare systems
- Integration of Advanced Digital Tools: The DEF integrates data analytics, simulations, and tailored software throughout all phases of the project lifecycle. These technologies optimise workflows, enhance decision-making, and ensure the effective functioning of healthcare systems. The Victorian Health Building Authority (VHBA) announced, “Our DE Framework is set to modernise the design, construction, and management of health infrastructure across Victoria.”
- Digitisation of Design and Delivery Processes: The DEF aligns with the VHBA’s strategy for Digital Build and Data, aiming to fully digitalise the lifecycle of healthcare infrastructure. Set clear information needs and governance, leverage data for informed decision-making, and use Building Information Modelling (BIM) to enhance construction processes. The VHBA asserts that these initiatives “lead to improved coordination and efficiency from project inception through to completion.”
- Data Management for Enhanced Outcomes: The DEF offers a flexible structure that oversees data throughout every stage of healthcare initiatives, aligning with the Victorian Digital Asset Policy (VDAP). This organised method enhances communication between teams and ensures accurate data collection, resulting in better project outcomes. The framework clearly outlines the essential project information required for constructing assets and the asset information needed to manage completed facilities.
- Virtual Buildings Information System (VBIS) Standard: The VBIS Standard is essential to the DEF, requiring all construction projects in the healthcare sector that surpass $20 million to use it. This standard establishes a consistent digital classification system that enables straightforward verification, contextualisation, and use of data, promoting improved project delivery and management.
- Resources for Industry Partners: The VHBA provides a wealth of resources that help contractors and consultants execute the DEF. We include technical guides, templates, and tools designed to ensure project delivery meets the established framework’s standards.
Strengthening digital governance strategies
The DEF represents a crucial shift in how Victoria’s public sector approaches digital governance.
