Strengthening AI adoption for digital governance

The Australian Securities and Investments Commission (ASIC) issued a significant alert about governance issues stemming from the rapid integration of artificial intelligence (AI) in the financial services sector. These challenges, if not addressed, can compromise the integrity of digital government initiatives and data management frameworks across Australia’s public sector.
ASIC conducted its inaugural review of the market regarding AI adoption, evaluating 23 financial licensees. Almost 50% lack policies that address consumer fairness or bias, and only a small number have established guidelines for disclosing AI usage to consumers. The findings show that the governance gap is widening as AI adoption rises.
“AI adoption is growing exponentially, with around 60% of licensees planning to increase AI usage significantly. This surge demands immediate updates to governance frameworks to prevent potential consumer harm and ensure market confidence,” stated ASIC Chair Joe Longo.
Building trust in AI systems
The report identifies various governance risks:
- Bias and discrimination: Many financial licensees failed to establish policies to address fairness and bias in AI systems, risking unintentional discrimination in applications that interact with consumers. Concerns of this nature undermine confidence in digital platforms within the public sector that aim to provide fair and accessible services.
- Transparency and consumer trust: A few licensees have disclosed their use of AI to consumers, raising concerns about transparency. Public sector agencies must tackle comparable risks to uphold trust in automated decision-making systems.
- Data Security and privacy: AI systems that manage sensitive consumer data pose considerable risks when governance frameworks fail to emphasise strong cybersecurity protocols. Digital government initiatives can lead to breaches of citizen data and erode national trust.
- Third-party AI risks: Many financial institutions rely on outside AI vendors and fail to conduct adequate due diligence. To prevent cascading risks within vital digital infrastructure, public agencies must ensure the upholding of third-party compliance.
“Without proper governance, AI poses risks such as misinformation, bias, manipulation, and data security breaches. These issues not only harm consumers but also threaten market stability,” Longo cautioned.
AI’s impact on public services
As AI rises in digital government initiatives to enhance service efficiency, governance challenges reflect those encountered by the financial sector. Unchecked bias in public programs that use AI for resource allocations or eligibility determinations can result in unfair outcomes. Citizens must have confidence in AI-driven decisions, which highlights the need for transparent dialogue about their role in service provision. Securing the future of AI
ASIC emphasised that organisations must align their governance practices with their AI strategies. Institutions must proactively establish strong governance frameworks instead of waiting for new regulations specific to AI. “We want to see licensees and public entities harness the potential for AI safely and responsibly,” Longo stated. “This requires proactive governance frameworks that evolve alongside AI technology.”
ASIC unveiled its latest corporate plan, emphasising the importance of tackling governance gaps related to AI and demonstrating a strong dedication to taking action in cases of misconduct. Government agencies and public sector institutions must promptly evaluate their AI governance frameworks, implement thorough risk management strategies, create transparent policies for AI use disclosure, and establish strong data protection measures.
Public sector leaders should leverage insights from ASIC’s findings to enhance their governance practices and safeguard digital government ecosystems. Current regulations on consumer protection and the roles of directors require organisations to establish strong governance structures before implementing AI technologies.
